Bank of Russia creates new register for index administrators under updated law

Amendments to the law on the Bank of Russia take effect on September 1, 2025. Under these new rules, the Bank of Russia will provide access for administrators of financial and commodity indices to the financial market and will maintain a register of these administrators.

The regulation is designed to improve trust in information needed for transactions in both financial and commodity markets, as well as in Russia’s financial indices sector. According to the Bank of Russia, “This regulation is aimed at raising confidence in the information necessary for concluding transactions in the financial and commodity markets as well as in the Russian industry of financial indices overall.”

Participation in this register is voluntary. However, only indices that are included in this official register can be used by government authorities and the Bank of Russia within their regulations. The Bank stated, “The entry into the register is voluntary. However, only indices listed in the register may be used in the regulations of the government authorities and the Bank of Russia.”

The Bank of Russia has made materials available online detailing how administrators can gain access to the market.
