The Bank of Russia has submitted an updated draft of its Monetary Policy Guidelines for 2026–2028 to the State Duma. The document outlines the central bank’s strategy for implementing monetary policy and provides a baseline scenario along with three alternative forecast scenarios for the next three years.

Previously, this draft was sent to both the Government and the President of the Russian Federation for review.

According to the Bank of Russia, “Compared to the first draft, this document takes into account the key rate decision made by the Bank of Russia on 12 September 2025 and includes the calendar of key rate decisions for 2026 as well as updated statistical and other data released over the period from 23 August to 18 September 2025.”

The main changes in this updated version are listed in a document published on September 2, 2025.
