New regulation aims to improve transparency in consumer credit cooperative market

The recent introduction of a new procedure for maintaining the state register of consumer credit cooperatives (CCCs) and additional requirements for companies dealing with maternity (family) capital has contributed to a reduction in unfair practices within the credit cooperative market.

In the first quarter of 2025, the number of CCCs decreased by 6% to 1,247. A total of 86 CCCs were removed from the register, with 45 being excluded due to multiple legal violations.

Instances of fictitious increases in the number of shareholders authorized to work with maternity capital have significantly reduced. The number of CCCs operating in this segment has stabilized.

Activity within the CCC market continued its downward trend in the first quarter of 2025. The amount of loans issued has been declining over the past three quarters, nearing levels seen in 2020, and totaled ₽13 billion. As a result of fewer new loans, the loan portfolio shrank to ₽45.6 billion. Market concentration is increasing, with the top 50 companies now accounting for 73% of the total loan portfolio.
