Regulator advises banks on borrower support in Russian regions

The financial regulator has issued a recommendation for creditors to engage with borrowers in the Belgorod, Bryansk, and Kursk regions. This guidance targets those who have previously been granted repayment holidays or had their loans restructured. The aim is to assess whether these borrowers require further assistance.

Banks are advised to approve applications from borrowers seeking an extension of repayment holidays for at least six months. Creditors are encouraged to rely on documents previously submitted by borrowers and avoid requesting them again.

The regulator highlights that the issue of interest accrual during payment suspension is governed by the loan agreement. It notes that some creditors do not charge interest during restructuring under their own programs, which is considered a beneficial practice due to its social importance.

According to an information letter from the Bank of Russia, this approach holds significant value given the high social impact of these measures.
