The Bank of Russia has clarified that the key rate may be used as a money market benchmark for determining the criteria of structured products available to a wide range of investors. It may be used along with RUONIA (Ruble Overnight Index Average) and RUONIA Averages.
The key rate sets the level around which the regulator maintains money market rates through its operations.
Current legislation restricts non-qualified investors’ access to investment-grade bonds whose yields depend on the performance of the underlying asset. Until April 1, 2025, they will be able to buy these securities only if they meet certain legal criteria and pass the relevant test.
