As of May 30, 2025, a new law has come into effect setting a maximum threshold for individuals transferring money using simplified identification without opening a bank account. The limit is now ₽100,000.
For transfers exceeding this amount, individuals must complete the full identification process or use their bank accounts. Previously, there was no set limit on the amount that could be transferred without an account.
Additionally, amendments have increased the balance allowed in e-wallets opened with simplified identification from ₽60,000 to ₽100,000.
To utilize the simplified identification procedure, individuals are required to provide their name, surname, patronymic, passport series and number to financial institutions. Full identification further necessitates providing an address and Taxpayer Identification Number if available.
These measures aim to curb opaque transactions associated with laundering criminally obtained funds and financing terrorism, including activities involving money mules.
