The State Duma has passed a law increasing the maximum claimable amount under compulsory motor third-party liability insurance (CMTPLI) when documenting road accidents using the European Accident Statement. In cases where there are disagreements between parties involved in an accident, the maximum compensation has been raised from ₽100,000 to ₽200,000, provided that photos of damages are submitted.
For incidents without disagreements, compensation conditions remain unchanged. Victims can claim up to ₽400,000 if they provide photographic evidence; otherwise, the payout is capped at ₽100,000.
This legislative change aims to enable individuals involved in disputed road accidents to receive higher insurance compensations through the European Accident Statement. It is expected to increase the number of road accidents documented without police involvement. The Bank of Russia reported that in 2024, 40% of all road accidents within the CMTPLI system were documented using this method. In over 80% of these cases, compensations were below ₽100,000.
The new provision will take effect ten days after its official publication.
