Banks are not required to implement an antifraud cooling-off period for car loans when the funds are directed to an auto dealer, including via a borrower's bank account. The Bank of Russia clarified that such transactions should be structured to prevent clients from altering the payment's purpose or withdrawing cash.
Starting September 1, 2025, a cooling-off period for loans and microloans is mandated by law to protect borrowers against fraud. Loans exceeding ₽200,000 may only be issued 48 hours after the agreement between a creditor and a client is signed.
However, this requirement does not apply to car loans as they are considered targeted. This indicates that the borrower has already made an informed decision and the risk of fraud is minimal if the funds go directly to the car seller's account.
