The Bank of Russia has released a consultation paper addressing the development of the national digital infrastructure (NDI) for the financial market. The document outlines three main areas for digitalization: identification, payments, and data exchange. Both government entities and businesses are seen as potential contributors to building this infrastructure.
The consultation paper poses several questions regarding the creation and management of NDI components. These include determining who should develop services for households and businesses, defining the roles of government and market participants in developing NDI elements, establishing rules and criteria for making decisions about creating NDI components, and considering under what circumstances previously developed components might be transferred to market participants.
The Bank of Russia is seeking feedback on these issues. "The Bank of Russia welcomes answers to the questions raised by the document as well as comments and suggestions through 31 October 2025."
The topic of national digital infrastructure will also be discussed at the Forum of Innovative Financial Technologies Finopolis 2025, which will take place in Sirius Federal Territory from October 8 to 10.
